ReleaseSemaphore

Releases this lease’s hold on a semaphore, freeing its permits. Releasing a semaphore the lease does not hold is a no-op (returns the semaphore unchanged, no error). To release every semaphore held by a lease in one shot, use RevokeSemaphoreLease.
